The public, including any interested persons and organizations, may make representations concerning the proposed Regulations within 30 days of August 17, 2012. If you have any comments and submissions, you may contact:<\/p>\n<p>Susan MacPhee, Director, Economic Immigration Policy and Programs Division, Department of Citizenship and Immigration, 365 Laurier Avenue West, Ottawa, Ontario, K1A 1L1 (tel.: 613-954-4214; fax: 613-954-0850; email: Susan.MacPhee@cic.gc.ca).<\/p>\n<p>The full text of the proposed changes can be found at:\u00a0<a href=\"http:\/\/gazette.gc.ca\/rp-pr\/p1\/2012\/2012-08-18\/html\/reg2-eng.html\">http:\/\/gazette.gc.ca\/rp-pr\/p1\/2012\/2012-08-18\/html\/reg2-eng.html<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>CIC Press Release<\/p>\n<p><strong>Ottawa, August 17, 2012<\/strong>\u00a0\u2014 Proposed regulatory changes announced today to the Federal Skilled Worker Program (<abbr>FSWP<\/abbr>) will allow Canada to better select skilled workers who can \u201chit the ground running\u201d upon arrival.<\/p>\n<blockquote><p>\u201cThe Federal Skilled Worker Program is Canada\u2019s largest economic immigration program,\u201d said Citizenship, Immigration and Multiculturalism Minister Jason Kenney. \u201cThe changes we are making to update the selection criteria are based on a large body of data and evidence we&#8217;ve accumulated over the years showing what skills and qualifications are most likely to lead to success for skilled immigrants.\u201d<\/p><\/blockquote>\n<p>Following an extensive program evaluation, stakeholder and public consultations, as well as other research, Citizenship and Immigration Canada (<abbr>CIC<\/abbr>) is proposing the following changes to the\u00a0<abbr title=\"\u8054\u90a6\u6280\u672f\u5de5\u4eba\u8ba1\u5212\">FSWP<\/abbr>:<\/p>\n<ul>\n<li>Making language the most important selection factor by establishing new minimum official language thresholds and increasing points for language;<\/li>\n<li>Increasing the emphasis on younger immigrants, who are more likely to acquire valuable Canadian experience and remain in the workforce longer;<\/li>\n<li>Increasing points for Canadian work experience and reducing points for foreign work experience;<\/li>\n<li>Simplifying the arranged employment process to prevent fraud and abuse yet enable employers to staff positions quickly; and<\/li>\n<li>Awarding points for spousal language ability and Canadian experience.<\/li>\n<\/ul>\n<p>Another proposed change is the introduction of the Educational Credential Assessment \u2013 a mandatory requirement that\u00a0<abbr title=\"\u8054\u90a6\u6280\u672f\u5de5\u4eba\u8ba1\u5212\">FSWP<\/abbr>\u00a0applicants have their education abroad assessed against Canadian education standards by designated organizations.\u00a0<abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u00a0will then award points according to how an applicant\u2019s foreign educational credential compares to a completed educational credential in Canada. It does not necessarily guarantee that they would become licensed to practice in a regulated occupation.<\/p>\n<blockquote><p>\u201cThis is an important step we are taking to address the problem of immigrants arriving and not being able to work in their field,\u201d stated Minister Kenney. \u201cThis new requirement will help potential newcomers make informed choices about immigration and Canadian career paths.\u201d<\/p><\/blockquote>\n<p><abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u00a0will be issuing a Call for Service Proposals on August 20, 2012, inviting submissions from organizations with expertise in foreign credential assessment to conduct the reviews. The deadline for submissions is September 21, 2012. They also include improvements to the\u00a0<a href=\"http:\/\/www.cic.gc.ca\/english\/department\/media\/releases\/2012\/2012-04-16.asp\">\u52a0\u62ff\u5927\u4f53\u9a8c\u8bfe<\/a>\u00a0and the creation of a new\u00a0<a href=\"http:\/\/www.cic.gc.ca\/english\/department\/media\/releases\/2012\/2012-04-10.asp\">Federal Skilled Trades Program<\/a>. The Department welcomes input from stakeholders and interested parties.<\/p>\n<p>Final publication is scheduled for late 2012 and the new\u00a0<abbr title=\"\u8054\u90a6\u6280\u672f\u5de5\u4eba\u8ba1\u5212\">FSWP<\/abbr>\u00a0points grid will likely take effect in January 2013.
