Today the rumour was confirmed. Jason Kenney, Minister of\u00a0Citizenship and Immigration Canada, announced today in Calgary that the two programs will be put on a temporary hold, until probably early next year. But who knows what will happen in between? &#8220;Citizenship and Immigration Canada may simply change mind again,&#8221; said Jeff Li, immigration lawyer based in Toronto, &#8220;and the Government is just unpredictable.&#8221;<\/p>\n<p>According to Jeff Li, the frequent policy changes have upset, if not offended, many existing and potential applicants and immigration professionals alike. The skilled worker program has been effectively on hold since months ago because the quota for the year ending June 30, 2012 had been filled. While applicants have been waiting for the re-opening of the quota starting July 1, 2012, they will be disappointed\u00a0again. The skilled worker program has been the most popular immigration program. Many foreign nationals immigrated here and permanently establish themselves in Canada through this program, and they contribute to Canada&#8217;s economy.<\/p>\n<p>Below is the announcement made by Citizenship and Immigration Canada today:<\/p>\n<p><strong>Calgary, June 28, 2012<\/strong>\u00a0\u2014 Citizenship, Immigration and Multiculturalism Minister Jason Kenney today announced the latest step in re-designing Canada\u2019s economic immigration system.<\/p>\n<p>Effective July 1st, 2012, Citizenship and Immigration Canada will place a temporary pause on new applications to the Federal Skilled Worker Program (<abbr>FSWP<\/abbr>) and federal Immigrant Investor Program (<abbr>IIP<\/abbr>).<\/p>\n<p>\u201cWe have been making lots of changes to our economic immigration system,\u201d said Minister Kenney. \u201cWe will take the next six months to do a lot of the heavy lifting to get us closer to a fast and flexible immigration system.\u201d<\/p>\n<p>The pause will allow\u00a0<abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u00a0to make important changes to its economic immigration programs before accepting more applications. This is an important step in moving towards a faster, more flexible immigration system, while immigration levels are at a historic high.<\/p>\n<p>Since the launch of Canada\u2019s Economic Action Plan 2012, Minister Kenney has announced a series of changes to\u00a0<abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u2019s economic immigration programs. They include:<\/p>\n<ul>\n<li>eliminating the backlog of old\u00a0<abbr title=\"\u8054\u90a6\u6280\u672f\u5de5\u4eba\u8ba1\u5212\">FSWP<\/abbr>\u00a0applications;<\/li>\n<li>improving the selection of\u00a0<abbr title=\"Foreign Skilled Workers\">FSWs<\/abbr>;<\/li>\n<li>creating a new Federal Skilled Trades Program;<\/li>\n<li>modifying the Canadian Experience Class to help transition successful skilled temporary workers to permanent residence;<\/li>\n<li>changing business immigration programs to target more active investment in Canadian growth companies and more innovative entrepreneurs; and<\/li>\n<li>moving towards a new application management system, to develop a pool of skilled workers who arrive in Canada ready to begin employment.<\/li>\n<\/ul>\n<p>\u201cThis temporary pause on new Federal Skilled Worker applications will allow us to set the program on a new course as we intend to launch revised selection criteria soon,\u201d said Minister Kenney. \u201cThe pause has no impact on the number of workers Canada admits into the country, as\u00a0<abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u00a0continues to process applications already received. Current immigration remains at historically high levels.\u201d<\/p>\n<p>Application intake is expected to resume in January\u00a02013, when the proposed\u00a0<abbr title=\"\u8054\u90a6\u6280\u672f\u5de5\u4eba\u8ba1\u5212\">FSWP<\/abbr>regulatory changes \u2013 which will be published in the\u00a0<em>Canada Gazette<\/em>\u00a0in the coming months\u00a0\u2013 are expected to come into force.<\/p>\n<p>\u300a\u5bb6\u5ead\u6cd5\u7a0b\u5e8f\u300b\u5bf9\u4e8e\u8fd9\u79cd\u60c5\u5f62\u5e76\u6ca1\u6709\u76f8\u5173\u7684\u89c4\u5b9a\u3002\u300a\u6c11\u4e8b\u8bc9\u8bbc\u7a0b\u5e8f\u300b\u5728\u8fd9\u4e2a\u95ee\u9898\u4e0a\u63d0\u4f9b\u4e86\u4e00\u4e9b\u6307\u5f15\uff0c\u517617.05\u6761\u89c4\u5b9a\u4e86\u6cd5\u5f8b\u6587\u4e66\u9001\u8fbe\u5b89\u7701\u4ee5\u5916\u7684\u65b9\u5f0f:\u00a0<em>\u79fb\u6c11\u548c\u96be\u6c11\u4fdd\u62a4\u6cd5<\/em>\u00a0allows the Minister to issue special instructions to immigration officers to enable the Government of Canada to best attain its immigration goals. Since the 2008\u00a0<em>Action Plan for Faster Immigration<\/em>, four sets of \u201cMinisterial Instructions\u201d have been issued relating to Economic Class applications.<\/p>\n<p>Under this fifth set of Ministerial Instructions,\u00a0<abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u00a0will also introduce a pause on new federal<abbr title=\"immigrant Investor Program\">IIP<\/abbr>\u00a0applications. This pause will remain in place until further notice, allowing the Department to make progress on processing its existing inventory.<\/p>\n<p>As Minister Kenney announced earlier in April,\u00a0<abbr title=\"\u52a0\u62ff\u5927\u516c\u6c11\u4e0e\u79fb\u6c11\u90e8\">CIC<\/abbr>\u00a0will be consulting with provinces, territories and stakeholders on ways to reform the current\u00a0<abbr title=\"immigrant Investor Program\">IIP<\/abbr>\u00a0in order to maximize the economic benefit to Canada. The Department is also consulting on whether to create a new investor program on a short-term basis, to promote growth in the Canadian economy.<\/p>\n<p>The temporary pause on\u00a0<abbr title=\"\u8054\u90a6\u6280\u672f\u5de5\u4eba\u8ba1\u5212\">FSWP<\/abbr>\u00a0applications does not apply to candidates with offers of arranged employment or those applying under the\u00a0<abbr title=\"Doctor of Philosophy\">PhD<\/abbr>\u00a0eligibility stream.
