{"id":675,"date":"2012-04-11T21:49:28","date_gmt":"2012-04-12T01:49:28","guid":{"rendered":"http:\/\/www.jefflilaw.com\/?p=675"},"modified":"2012-04-11T21:49:28","modified_gmt":"2012-04-12T01:49:28","slug":"mandatory-language-testing-required-for-most-low-skilled-pnp-applicants","status":"publish","type":"post","link":"https:\/\/jefflilaw.com\/zh\/mandatory-language-testing-required-for-most-low-skilled-pnp-applicants\/","title":{"rendered":"\u5927\u591a\u6570\u4f4e\u6280\u80fd PNP \u7533\u8bf7\u4eba\u5fc5\u987b\u63a5\u53d7\u5f3a\u5236\u6027\u8bed\u8a00\u6d4b\u8bd5"},"content":{"rendered":"<p><strong>Saskatoon, April 11, 2012\u00a0<\/strong>\u2014 Citizenship, Immigration and Multiculturalism Minister Jason Kenney today announced changes to strengthen provincial immigration programs.<\/p>\n<p>Starting July 1, 2012, most Provincial Nominee Program (<abbr>PNP<\/abbr>) applicants for semi- and low-skilled professions will have to undergo mandatory language testing of their listening, speaking, reading and writing abilities and meet a minimum standard across all four of these categories.<\/p>\n<p>In addition, Minister Kenney said that further changes to the program will be made to continue to focus on economic streams. The changes are the latest in a series of announcements the Minister has made about transforming Canada\u2019s economic immigration program into a fast and flexible system focused on jobs, growth and prosperity.<\/p>\n<p><q>\u201cAs a result, immigrants coming to Canada under\u00a0<abbr title=\"Provincial Nominee Programs\">PNPs<\/abbr>\u00a0will arrive with much better language skills and will be selected for the impact they can have on Canada\u2019s economy,\u201d<\/q>the Minister said. He was joined at a news conference by his Saskatchewan counterpart, Advanced Education, Employment and Immigration Minister Rob Norris.<\/p>\n<p>The announcement is the latest in a series Minister Kenney has made about transforming Canada\u2019s immigration system to better support economic growth.<\/p>\n<p>\u300a\u5bb6\u5ead\u6cd5\u7a0b\u5e8f\u300b\u5bf9\u4e8e\u8fd9\u79cd\u60c5\u5f62\u5e76\u6ca1\u6709\u76f8\u5173\u7684\u89c4\u5b9a\u3002\u300a\u6c11\u4e8b\u8bc9\u8bbc\u7a0b\u5e8f\u300b\u5728\u8fd9\u4e2a\u95ee\u9898\u4e0a\u63d0\u4f9b\u4e86\u4e00\u4e9b\u6307\u5f15\uff0c\u517617.05\u6761\u89c4\u5b9a\u4e86\u6cd5\u5f8b\u6587\u4e66\u9001\u8fbe\u5b89\u7701\u4ee5\u5916\u7684\u65b9\u5f0f:\u00a0<abbr title=\"\u7701\u7ea7\u63d0\u540d\u8ba1\u5212\">PNP<\/abbr>\u00a0has been a major success in helping to spread the benefits of immigration across the country, with many economic immigrants choosing to settle outside of the three major cities. In Saskatchewan, 5,354 immigrants arrived under the program in 2010, compared with 173 in 2003.<\/p>\n<p><q>\u201cWe have supported enormous growth in the number of provincial nominees in recent years because it makes sense for the provinces and territories to have the flexibility to meet regional needs,\u201d<\/q>\u00a0said Minister Kenney.\u00a0<q>\u201cSaskatchewan has successfully used the program and has actively recruited immigrants with the skills needed here. I\u2019d like to thank the province for its continued cooperation.\u201d<\/q><\/p>\n<p><q>\u201cNewcomers play a significant role in building and maintaining the highest quality of life in our province and in our country,\u201d<\/q>\u00a0said Minister Norris.\u00a0<q>\u201cThe Government of Saskatchewan is committed to building the best provincial immigration program to meet our economic and labour market needs.\u201d<\/q><\/p>\n<p>The Provincial Nominee Program was designed to be aligned with Canada\u2019s economic and labour needs. But, in some provinces, it is being used as an indirect route to family reunification.<\/p>\n<p><q>\u201cWe have a federal family sponsorship program that reunites families,\u201d<\/q>\u00a0added Minister Kenney.\u00a0<q>\u201cThis is not the goal of the\u00a0<abbr title=\"\u7701\u7ea7\u63d0\u540d\u8ba1\u5212\">PNP<\/abbr>\u00a0and we want to work with provinces and territories to ensure that the program is solely focused on supporting economic growth rather than duplicating non-economic federal immigration streams.\u201d<\/q><\/p>\n<p>\u300a\u5bb6\u5ead\u6cd5\u7a0b\u5e8f\u300b\u5bf9\u4e8e\u8fd9\u79cd\u60c5\u5f62\u5e76\u6ca1\u6709\u76f8\u5173\u7684\u89c4\u5b9a\u3002\u300a\u6c11\u4e8b\u8bc9\u8bbc\u7a0b\u5e8f\u300b\u5728\u8fd9\u4e2a\u95ee\u9898\u4e0a\u63d0\u4f9b\u4e86\u4e00\u4e9b\u6307\u5f15\uff0c\u517617.05\u6761\u89c4\u5b9a\u4e86\u6cd5\u5f8b\u6587\u4e66\u9001\u8fbe\u5b89\u7701\u4ee5\u5916\u7684\u65b9\u5f0f:\u00a0<abbr title=\"\u7701\u7ea7\u63d0\u540d\u8ba1\u5212\">PNP<\/abbr>\u00a0is now Canada\u2019s second largest economic immigration program, with admissions having grown from about 8,000 immigrants in 2005 to expected admissions of 42,000 people this year.
