The title above and the contents below are self-explanatory.<\/p>\n<h3 id=\"cn-cont\">Summary<\/h3>\n<p>Effective December 15, 2012,qualifying foreign nationals currently in Canada who have submitted an application for permanent residence (<abbr>PR<\/abbr>) under the Federal Skilled Worker Program (<abbr>FSWP<\/abbr>), the Canadian Experience Class (<abbr>CEC<\/abbr>), the Provincial Nominee Program (<abbr>PNP<\/abbr>) or the Federal Skilled Trades Program (<abbr>FSTP<\/abbr>) and who meet program eligibility requirements, may be considered for a bridging open Work Permit (<abbr>WP<\/abbr>) if their current\u00a0<abbr title=\"\u5de5\u4f5c\u8bb8\u53ef\u8bc1\">WP<\/abbr>\u00a0will soon expire.<\/p>\n<h3>Issue<\/h3>\n<p>Foreign nationals, in Canada, who have been approved under one of these Economic Class programs and whose temporary resident<abbr title=\"\u5de5\u4f5c\u8bb8\u53ef\u8bc1\">WP<\/abbr>s are due to expire, require facilitation that enables them to maintain their status and allows them to continue working in Canada while they await final decisions on their\u00a0<abbr title=\"permanent residence\">PR<\/abbr>\u00a0applications. Furthermore, efficiencies are gained by avoiding unnecessary requests to Human Resources and Skills Development Canada (<abbr>HRSDC<\/abbr>) for subsequent labour market opinions (<abbr>LMOs<\/abbr>).<\/p>\n<h3>Background<\/h3>\n<p>Qualifying foreign nationals who have submitted an application for\u00a0<abbr title=\"permanent residence\">PR<\/abbr>\u00a0and are awaiting a final decision may find themselves in situations where the validity of their current temporary\u00a0<abbr title=\"\u5de5\u4f5c\u8bb8\u53ef\u8bc1\">WP<\/abbr>\u00a0is set to expire.<\/p>\n<p>The applicant is then required to persuade his\/her current employer to reapply for another\u00a0<abbr title=\"labour market opinion\">LMO<\/abbr>\u00a0through\u00a0<abbr title=\"\u52a0\u62ff\u5927\u4eba\u529b\u8d44\u6e90\u4e0e\u6280\u80fd\u53d1\u5c55\u90e8\">HRSDC<\/abbr>, or find a new employer altogether who is willing to hire him\/her and go through the application process in obtaining an\u00a0<abbr title=\"labour market opinion\">LMO<\/abbr>. As an alternative, the applicant could apply to remain in Canada and extend their status as a visitor but then they would be unauthorized to work. Otherwise, they must leave Canada as they no longer have status.<\/p>\n<p>Conversely, applicants who apply under\u00a0<em>in-Canada<\/em>\u00a0<abbr title=\"permanent residence\">PR<\/abbr>\u00a0classes (Live-in Caregiver class, Spouses or Common-law Partners in Canada class, Protected Persons, etc.) become eligible for open\u00a0<abbr title=\"\u5de5\u4f5c\u8bb8\u53ef\u8bc1\">WP<\/abbr>s once their application has been \u201capproved in principle\u201d, or upon submission of their application.
