The central issue of eligibility determination for the federal skilled worker program is the applicant\u2019s ability to economically establish himself\/herself in Canada, and the point schedule is but to assist the officer in determining such ability. The \u79fb\u6c11\u548c\u96be\u6c11\u4fdd\u62a4\u6761\u4f8b<\/em> allow an immigration officer to exercise discretion to determine that the applicant will economically establish himself\/herself in Canada, even if the applicant does not achieve the 67 points pass mark.
